Over the last forty years, both in the government and in the voluntary sector, he has worked on issues of human rights, multiculturalism and official languages on local, national and international levels. He was Director of Civic Paricipation Programs in Multiculturalism and was recognized as an expert on issues of civic values and combating prejudice and racism. He played a central role in the writing and review of the text, “Our Canada”, especially the section dealing with “Canadian Values”.
